When California decided to legalize recreational marijuana sales in 2016, it was in a prime position to become the kingpin of the United States' market. After all, the Golden State was the first in the U.S. to legalize medical cannabis in 1996, it was ranked the world's fifth-largest economy as of 2017, and it's the largest state by population to have legalized recreational cannabis use.
